[lazarus] Lexical Scanner Conversion For the Flat IDE.

I converted the lex scanner to what I believe should run under free pascal.
I will try it when I get home.

Uses nothing but delphi classes and sysutil.

Should port pretty easy now .

Uses two classes so the IDE is not totally flat.

Its tokenizing about 5000 lines a second not bad for a windows box, linux
should really make it smoke.
