[lazarus] Win32 HowTo

I've updated the Win32 HowTo.  

Brief revision history:

0.1 Initial Release 
0.2 Cleaned up directory structure, new REBUILD.BAT, new Appendix with
directory tree 
0.3 Fixed some spelling errors, recoded to HTML. 
0.4 Fixed spelling errors, thanks to Michael Wood for pointing these out. 
0.5 Changed format to match main site. 
0.6 Updated GTK version, fixed some typos, added fix for Win32 command line
limit, updated CVS server

If anyone is still using or testing Win32, and you get a moment or need a
break from coding, please let me know if there are still problems...

I am trying to get back into things.  Still rough at work, and not much
time or enthusiasm at home, because of the work load.  But things are
coming to a close, and the end is end sight, so I should be able to get
back into things very soon.
