[lazarus] reallocmem in heap implemented

We can test this with the mwedit component and see if it compiles.  We will
have to get someone to actually test to make sure it's freeing enough
memory, etc.  I would do it but I still don't know how to debug under linux.

Can someone give me an idea on how to set up the debugger, and use it?  Is
there a page somewhere with info that I can look at?  I think this would
help alot!
