[lazarus] Win32, make and Makefiles

The story continues....

mingw32 didn't work. For some reason the output of a shell is lost (?) and
when you're shelling out in a makefile to ask the copiler for a target it
returns nothing.

So, I tried sygwin. This works. (you need make and ash). Now I could make
lazarus (including interfaces) and saw the problem Vincent reported before,
but I didn't had the time to apply his patches. Thats for tonight.
