[lazarus] FPC IDE with Lazarus illegal?

the core of mwEdit, that was available with version 0.53, is PublicDomain.
Most of that what came later is the huge amount of HighLighters, the more
abstract CommandProcessor for which I've already sent a much better replacement
that is under the MPL, the Undo/Redo lists and painting for the gutter.
The HighLighters don't play a big role, Undo/Redo lists and painting for the gutter
could be done even better with not much work.

At all I can't see a big problem here.
