[lazarus] fpc 1.1 works again

I started something weeks ago, remove the Ca flag, convert to new fpcmake, 
cleanup makefiles etc. Then I got some other concerns, so I was looking 
for  some time to finish it.

If you have the time, it would be great (it's not only the main makefile 
but a bunch of them).
