[lazarus] Clipping

Hi all,

I have committed some changes from Andrew Johnson:

IntersectClipRect,
ExcludeClipRect, &
CreateRectRGN are now funtional

SelectClipRGN,
ExtSelectClipRGN,
CreatePolygonRGN,
GetClipBox,
GetClipRGN,
CombineRGN have been added and are mostly functional

Under GTK :
  Stock Pen's, and GDI Regions have been added
  SelectObject, DeleteObject, SaveDC, & RestoreDC now support Regions
  TextOut offers better support for Filling with assigned Brush
  ExtTextOut/TextOut appear to determine height/position accurately
  Polygon now supports Winding mode

also added a

ExcludeClipRGN

Polygon Winding support, even for gtk.
