[lazarus] 0.8.2 alpha

Hi all,

The IDE version has been increased to 0.8.2 alpha.

There are also updated fpc compiler rpms, tars and new: debian packages.

Updates for 'Find Declaration':
 - New:
       'Result' and 'Self' identifier, ranged and dynamic arrays,
        class ancestors, default properties, function result types,
        proc definitions, indexed pointers, expression types.
 - Still missing:
       used units, 'inherited' keyword, operator overloading,
       proc overloading, interfaces, property access 'read' and 'write'
       default class ancestor 'TObject', ...
