[lazarus] Wrong encoding!

I am very sorry!
The *.po file have been converted because of mail! Now it is an
abrakadabra! So, it is not difficult to convert it back (for any Russian
who know linux :)) ), but it is safer to send a packed files. Would you
be so kind to replace it on the correct file from zip?
Besides, Russians have at least 3 usefull encodings, so it is often a
problem.
