[lazarus] Some more localization

Subj.
Localized (and, of course, russified) a bit more things: codetools and
compiler options dialogs, some window captions, view form/unit dialog.
Made a simple script for all existing .po (except default English .po)
to .mo compile.
Another problems: dialog windows are optimized for English phrases,
sometimes without any additional space, and even sometimes space is not
enough for English. Localized phrases sometimes longer, but sometimes
shorter. It would be a good idea to reoptimize it. May be, I'll do it.
