[lazarus] CVS Updates - new lcl directories

I have updated the cross compilation wiki at

The name ForWin32UnderLinux part is somewhat obsolete, because with the fpc
scripts (afaik Marco wrote them) other targets work the same.

Everyone is invited to improve this page.


This page also describes the use of IDE macros for projects and packages,
which can save you a lot of compile time.
