[lazarus] Elapsed timer component...

I've just posted an elapsed timer component for Lazarus along with an
install package and demo app. The component offers a lot of precision
when there's hardware tick support available... but it will fall back to
whatever accuracy is available on a given system. Selecting the system
timebase should work across platforms... but I haven't tested it on
anything except Linux.

This is the first Lazarus package I've created... so if you're
interested in the component and have any trouble installing it, please
