[lazarus] Lazarus doesn't link itself after package installation

Well, restarting the IDE after compilation without linking is impossible, 
because there is no new lazarus executable built then. If I avoid a "clean" 
build, I can preserve the executable from being deleted, but I never get a 
new one then and hence no new components.

No other tester seems to have this problem, so I thought It just might be a 
configuration error and could be solved with some editing on fpc.cfg.
