[lazarus] Patch: LCL: Speedbuttons

Hi,

Attached is a patch to update the user interface for speedbuttons:
1) When mouse hovers over, speedbutton comes 'up', instead of being 
pressed down.
2) Releasing mouse button causes speedbutton to come up again.
3) Uncommented UpdateTracking to fix bug: if you move over, click, go 
out keeping mouse button down, then back in, release button, the button 
doesn't go to 'up' state, but keeps flat.

Apply in lcl/interface/ please.
