[Lazarus] UTF-8 and Lazarus

No problem at all.  I just sent you (in private email) a simple project where I 
noticed the problem happening.

Notes:

1) This project doesn't really do anything, just used it to conceptualize object 
placement for another project.

2) The original was create using the stable 0.9.24 version of Lazarus, not sure 
if that made a difference or not.
