[Lazarus] Running different Lazarus versions.

The program directory might not be writable in newer windows versions.

If you want the old behaviour, change the short to pass a primary config 
directory. Eg:
c:\lazarus-0.9.25\lazarus.exe --pcp=c:\lazarus-0.9.25
