It is not your issue, so you cannot tell if it should be reopened or closed. If it 
is has been reopened by the reporter, then you can add your findings.

Then open a new bug report.

Anyway in this case it was good that you were not allowed to post on it. Questions 
should be asked on the mailing list and forums. The bug tracker is for tracking bugs.
