Yes it is. At least under Ubuntu Linux 7.10 the package in question is
called 'locales' and it does NOT depend on the libc package (and least
under Ubuntu Linux and FreeBSD). The 'locales' packages is independent
and is just a bunch of text files (mostly) containing locale
information.

This package provides support for localized environments (locales).
It installs character and transliteration maps, provides the POSIX
locale definition and provides common scripts for language pack
handling.

The actual locale definitions are not part of this package, these are
