I do not use this method, so I do not know how important it is,
but it seems that Delphi returns "empty rect" (0, 0, 0, 0) if
arguments are either unsorted or totally outside viewing area.

Additionally, I would suggest to use IntersectRect function
for computing intersection instead of open-coding it.
