[Lazarus] Announcement: Phasing out gtk1

I vote for that: Lazarus 0.9.28 feels very mature, even when compiled 
with FPC 2.3.1 or 2.4.0 RC. The community of users needs to be more 
visible. Getting Lazarus 1.0 out would be great!
