[Lazarus] Lazarus platform "popularity contest"

If we had a "check for updates" feature that would give much of the 
desired information and most users would not see that an intrusive 
spyware action. Of course such feature is not easy to implement and it 
had to be really useful, like being able to upgrade "in place".
