[Lazarus] Files have wrong owner, root... making build lazarus impossible.

This seems to be more of a Linux question than a Lazarus one. You should
probably run the build as root or a sudo user, or add youself to a group
with write permissions to the necessary folders.
Another option is build it in under your own account, and change all the
folders to a directory in your account.
