[Lazarus] Unable to create file jcfsettings.cfg

Hello all,

After recently trunk update, i´m getting this error while changing 
configurations.
Environment->Options.

Strangely, the file is at lazarus configuration directory and it has full 
permissions.

I´m using last Lazarus svn with fpc 2.5.1 in win32.
