[Lazarus] Why was XML format chosen for storing settings in Lazarus IDE?

Please note the complex hierarchy that already exists. Multiple 
configuration directories, configs stored in common directories or 
together with a project, etc.  The docking IDE will add further config 
data, to be discussed where and how.

All that may deserve some brush-up, once the use of multiple IDE 
instances and multiple layouts has settled down a bit more.
