[Lazarus] Editor tabs too big when "close button on tab" is enabled

Nope, it seems to be a Lazarus IDE issue. I tried various other
GTK2/Gnome apps. All other apps I tested have the same tab height
(with and without close button), only Lazarus IDE doesn't. Apps
tested: gEdit, Geany IDE, gTranslator, Nautilus Preference dialog,
Nero Linux, etc...
