Well, F9 = "Build + Run" and Run is not important here, but the effect
is the same if using simply "Build".

The "Always build (even if nothing changed)" should affect my sources,
not the packages and I have it marked ON since 4 years and this effect
is something completly new.

Just to fullfill information my fpc is 2.5.1 2010/10/02 and I had
completly rebuild it and completly rebuild Lazarus with clean both.
