[Lazarus] Package output directory not inherited by project

I'm converting a fpWeb project to use EmbWeb, however I got compilation
errors saying fpEmbWeb unit not found. When I open project
options->inherited, I don't see any EmbWeb path (and indeed its path is not
added to -Fu options) there yet I have it as the project dependency. What
could be the possibilities? The IDE can be compiled OK with this package, so
logically other projects that use it should be compilable as well.

Attached is the EmbWeb.lpk and my project's .lpi file. Hope that's enough to
identify what went wrong.
