[Lazarus] Compiling only LCL to 64-bit, on Windows

One small addition to your solution:
copy C:\FPC\2.4.4\bin\i386-win32\fpc.cfg C:\FPC\2.5.1\bin\i386-win32\
<Edit the copied fpc.cfg and replace all "2.4.4" with "2.5.1">
