[Lazarus] freeaddrinfo not found in dll WS2_32.dll on w2k??

i have a project that i've been playing with to learn from... i use this project 
as a double check that things have gone right when i update lazarus from svn... 
i have two machines, w2k and vista, that i maintain the same code on for testing 
and supporting at least back to w2k... now, however, this project fails on 
startup complaining that the entry point to the freeaddrinfo procedure is not 
found in the WS2_32.dll file...

please see attached screenshot of the popup error window...

the w2k system was just updated from laz 0.9.31 r32520 to r34409... it is 
currently using FPC 2.4.5 as reported by the lazarus help about popup... BOTH 
systems are using the same code and revisions... the only difference between 
them is the OS... i did have to do a clean and then build all in lazarus due to 
a change involving Laz_XMLCfg not being found...

how to fix this problem, please?? have i missed something else besides doing a 
clean and build? neither machine does any kind of cleanup before being updated 
from SVN...
