This is what has been implemented:

That is, for an existing grammar (e.g. pas or html) you can save and 
load the color settings to external files (and the IDE will offer them 
for selection)

As for creating a new grammar (e.g. "css" highlighting) that is not yet 
done => there is SynUniSyn (separate package), which I *believe* may be 
an attempt at this. But I have no idea if it works, or how much work it 
does still need (never looked at it in detail)
