[Lazarus] Suggest to move Build lazarus under Package menu

Not in simple logic like that, but i will answer you

"build" is more related to project than to Packages, if we want to move it,
we can move to Project, but i like it in the Run because it more related to
Compile and Run than Project.

"Build Lazarus" more related to Package thank Tools, in fact Tools is the
abandon menu for me in most application, while we all use "Build Lazarus"
frequently.
