Why then have separate packages at all, when every GUI application 
depends on both?

Building old projects (examples...) now fails, because these depend on 
LCL, not on LCLbase :-(

IMO "#LCL.Controls" and "#Widgetsets.whateverelse" would be more 
appropriate.
