[Lazarus] Does Lazarus support a complete Unicode Component Library?

My guess is that they will use UTF-16 everywhere. Simply because they have
it, always focus on keeping stuff running with minimal options instead of
choosing the most long term portable solution and QT is also UTF-16
oriented.
