Yes it's still KWin as the window manager. Plasma is the desktop manager. They 
are both using compositing and OpenGL when available for desktop effect with 
plug-in system and support for Edje (enlightment desktop widget), Google 
Gadget and Superkaramba (the old desktop widget system from KDE 3). With 
Sabayon KDE is very up-to-date (actually 4.6.1 which is the last stable).

About Lazarus, do you think that KDE Pascal bindings are possible (maybe using 
Smoke, the abstraction bindings system from KDE)?
