Well, your command is wrong. lazutils is now a dependency of the lcl,
so you need to build it before the lcl. Try something like this:

make lazutils packager/registration lcl LCL_PLATFORM=wince
CPU_TARGET=arm OS_TARGET=wince PP=ppcrossarm.exe
