It could be easier to use the HTML representation, and allow to 
integrate that in e.g. CHM files. I see no real reason for forcing 
content, that is unrelated to source code, into FPDoc XML format - see 
the FPC documentation (ref, user...), whose sources AFAIK are LaTeX.
