It's the job of the archive creators, to add the installation procedures 
to their packages. You may end up in a number of package versions, one 
for every single platform. You also may end up in Lazarus packages with 
and without local help included, with and without FPC (RTL/FCL...) help, 
to please users with narrow bandwith.

I agree that configuring the help system has to be described in local 
documents or help topics, which are readily accessible *before* the help 
system has been configured. Such configuration has to be done manually 
for all additional Lazarus installations.
