[Lazarus] chm help for LCL applications

Hi,

I added components to lhelpcontrolpkg to show chm file(s) via lhelp in LCL
applications.
See the example in lazarus/components/chmhelp/democontrol/ContextHelpDemo.lpi
It demonstrates context sensitive help.
You need the example.chm of chmmaker. See tools/chmmaker/README.txt.
