I cannot reproduce this.

When the Strings Editor Dialog appears (for instance for TMemo.Lines),
the Memo on the form has focus.
Pressing Enter will create a new line in the memo. It will not close the dialog.
(For me that is: Lazarus 1.1 r37840 FPC 2.6.0 i386-win32-win32/win64)
