[Lazarus] What for AccessibleDescription?

It is for accessibility: screen readers for the blind mostly, but also
other things. The same APIs utilized for screen readers can be
utilized also for automating UI testing, but I worked only thinking
about screen reader support.

In Windows it currently does not do anything.

In Mac OS X if you turn on the built-in screen reader it will say what
objects are. He chooses what he will say based on
AccessibleDescription and AccessibleRole.
