No need to disable them for the whole system. I just use a simple script to disable them for lazarus:

#!/bin/sh
LIBOVERLAY_SCROLLBAR=0 ~/pascal/lazarus/startlazarus

If you launch lazarus via an icon you can edit the .desktop file. Just put "env LIBOVERLAY_SCROLLBAR=0 lazarus" in the Exec field.
