[Lazarus] Lazarus and file associations under Windows

I'd say go for startlazarus.exe as it's the helper program used for
successful automatic restart after installing a package (I don't know
whether lazarus.exe will check and start startlazarus.exe by itself, but to
be safe, it's better to start from startlazarus.exe).
