The original bugreport was about OpenUrl.
And thing went sour (for 9x) when the file:// URI scheme was used and
it was quoted, and it seemed it needed quoting on some NT based
systems.

OpenDocument broke when escaping spaces was introduced in OpenUrl, and
it was abandonded swiftly.

But you are right. It should not be on that page. I removed it.
I'll make a note on the OpenUrl page instead.
