[Lazarus] Need Testers: parallel compilation

Very nice indeed. I am testing with my employer's windows laptop and I can
see all 4 cores being used.

No, 'Configure build lazarus' is only about rebuilding Lazarus itself. The
new threaded compilation is for all projects.
