I don't fully understand "pack website". Do you mean having an
executable that also runs an embedded web server? Or do you simply mean
an application that can view & display HTML files from a website (eg:
mini web browser)?

If you want to include application help with your application, why not
simply us CHM (viewable with many viewers) or INF (viewable with DocView).
