No.
You can indeed try with a clean configuration, either by deleting the
local config dir or starting Lazarus with --pcp parameter.
Environment options had a revamp recently. There is now a collection
of desktops. Window positions and many other things are stored under a
desktop.

If the problem persists then we need steps to reproduce.
