[Lazarus] FPC 3.0.0-rc2 release

A few questions:

In features - language features:

Generics are still being listed as experimental. Sven has put a lot of work
into them in the past year. When does experimental get dropped?
Type helpers and type conversions (implicit/explicit) is missing. Do they
deserve to me mentioned in this summary?
