FWIW,

The Education repo of Opensuse has lazarus 1.4.4 
(https://software.opensuse.org/package/lazarus). I think it should be 
possible to discover what packages this needs, lazarus 3.0 should need 
the same libraries, I think.

I successfully installed fpcup on my opensuse 13.2.
