[Lazarus] New menu editor's in-place "Edit Caption" feature + QT

On Linux/GTK2 when I edit the caption of the menu in place (inside the
designer) I can drag the window but the active text input field does not
move with it.
See attached screenshot...
Also the scrollbar issue I found is visible on it.
