How to do that ONLY for incomplete languages? <br>

For complete languages, people with both preferences exist: default
to english OR native (The percentage of preferences may depend on
the language).<br>

And there also are people who's English will make it hard to find
the option. to change it.<br>
<br>
On the other hand, I would expect people who want their software in
English, to also have set their Desktop to English, in which case I
would expect "Automatic" to follow that?<br>
